Compressed Context Needs Fidelity Guarantees

Hypothesis: Context-management vendors will sell verifiable fidelity guarantees: named decisions, constraints, citations, and unresolved questions must survive compaction within a declared error budget. The underlying compression already exists elsewhere in the issue; this idea is the acceptance contract around it. Adoption appears when buyers reject summaries that fail replay tests.
